check into all your local churches sweetie, sometimes they have reception halls already set up with the lighting that you may like

Find a venue with great lighting. Or get a place with lots of windows and time your reception so that the sun will set sometime during it.
And hire a photographer who is really good because then your pictures will be captured with perfect lighting. [who] mew
There are certain places that specialize just in event lighting. I am sure that you can find websites that offer tips on how to light the ballroom/hall.
Most of the time you can get spotlights, put a colored light bulb in them, then shine them against the walls to create a colorful effect.
