What is the light mounted on the back of the highway access ramps meter lights for?

In Wisconsin I’ve noticed there are many ramp meter lights that have an additional light mounted facing backwards on the pole. Obviously the oncoming ramp traffic cannot see this light, so what is it for? Traffic never flows in reverse on the ramp, so that isn’t a reason either.

    My guess is that it’s similar to red light cameras, catching drivers who ignore the meter lights. [who] New Yorker
