What is the best light to grow a plant indoors?

What makes you think it is not getting enough light?
Is it exhibiting any signs of low light?
Natural light is the best. Otherwise you will have to light it from above… with a full spectrum fluorescent bulb. [who] Cerulean Blue
If your plant needs a little extra light, you can place a small fixture with a full-spectrum cfl bulb above it. full-spec cfls are sometimes a little more expensive, but they are worth it. [who] Labgrrl

HID lighting much like those blue (metal halide) and red (high pressure sodium) tinted street lights are what greenhouses use as supplemental lighting, as do the millions of indoor pot farmers in the world.
Florescent of any kind will fall short of any indoor farmers expectations and will cause your plants to stretch from lack of light.
if these larger HID lights are not a realistic option the the highest wattage CFL light will be your next best thing, but not ideal. [who] edward f
before going out and spending money on a light try moving your plant to a different location how do you know your problem is caused by light are the leaves falling off as these do tend to shed before new growth are you over watering it or maybe under watering is the cause you do not specify as what is going on so its kind of difficult to advise [who] rannbabyduck
