<p>&#8220;The council, which is the state affiliate of the International Dark-Sky Association, aims to encourage residents, businesses and municipalities to adopt &#8220;good outdoor lighting practices&#8221; such as energy-efficient lighting design and operation, limiting light pollution and protecting highway motorists from nuisance glare.&#8221;</p>
