How to stop light bulbs failing?

We’ve always had a slight problem with light bulbs in the livingroom, but recently the problem seems to be getting worse.
We were rewired last year so ther are no problems with the wiring and the light fixture is fairly new . Please help I am sick of changing light bulbs.

What would cause a light fixture to be brighter at times and noticeably not as bright other times?

I am looking to add a second light fixture to my saltwater reef tank. Currently I have a 260 Watt compact lighting system on it and want more lighting. I was thinking about getting a VHO lighting sytem and adding it to my tank but there are T-5, T-6, T-8, and T-12 fixtures. What the diffance between them and are they interchangable?
