This is going to depend a lot on the type of kinetic picture
(Or “Motion lamp” to use the older term)
The older ones could be flat or round, and worked off the heat of the bulb.

More recent ones are motorised: either column-shaped with rotating fish etc. , or flat with “water effects” using polarised light. Most of the moddern ones, unless large, are quite economical, so probably would not be cost-effective to repair.
