I think I heard that it’s against the city’s code to have recessed lighting. Only flourescents are permitted. Has anyone heard of this? Does anyone know why recessed lighting would be against code?

Only you can determine what your city allows. Every city can institute whatever policies it chooses. You should call them, you don’t have to identify yourself if you don’t want to.

The reason against recessed lighting may have nothing to do with recessed lighting and everything to do with encouraging greener fluorescent lighting. If that is the case, you can do recessed fluorescent lighting, so it pays to check with the city and find what they allow and pitch them on a reasonable alternatives. [who] DIY Guy
