One extreme would be like a integrated lutron system where the lights can do things like account for the amount of sun light in the room and automatically dime. Or are you talking about just some fancy fixtures that could make the inside of you home look brand new. either way the equipment can be pricey, I did custom lighting design. Many of the things that i have designed you can find in a IKEA catalog but i have done a few $30,000 chandeliers. So with that been said the equipment all depends on what you want. now the electrician on the other hand is a little more strait forward, they will charge about $100 per hour. If you are talking about one of those fancy systems that could be up to 40 hours. Simply changing out some light fixtures will be about half a hour each.
