Where does that pretty colorful lighting come in on the wall in the wedding receptions. How can i get that?

When your at a wedding and you go to the eating reception and there is all types of decorations including that beautiful lighting in the background and i just wanted to know how can i do the same thing for my wedding and to get the same effect of colorful lighting. The reception hall we are using has lights along the walls and the main ceiling. We aren’t going to turn on the ceiling lights. But I was thinking about getting the paper standing lanterns and stand them along the walls in the reception hall. Any other ideas?
Working on the lighting on a tight budget is a difficult task, but lighting is important to me, thanks!
