What kind of lighting would you use at indoor engagement party?

I recently photgraphed my daughter’s karate class & while the composition of the photos were great, the contrast was awful. Yips on flash, ISO settings etc much appreciated.

Where does that pretty colorful lighting come in on the wall in the wedding receptions. How can i get that?

The reception hall we are using has lights along the walls and the main ceiling. We aren’t going to turn on the ceiling lights. But I was thinking about getting the paper standing lanterns and stand them along the walls in the reception hall. Any other ideas?
Working on the lighting on a tight budget is a difficult task, but lighting is important to me, thanks!
