Outdoor Lighting and Music in the City?

I have a house in a major US City with a 3rd-floor outdoor deck that also allows access to the roof. These areas provide my only outdoor areas and excellent views of the city skyline, and thus are ideal for entertaining. The deck is small (about 10′ x10′), has an outdoor light, and has one outlet. The roof has no electrical outlets or lighting. I am trying to find ways, preferably permanent, to light and provide music to these spaces. Also I am a college student on a very tight budget so the cheaper the better. Any and all suggestions are appreciated.

One of the owners here, has the bright idea of “saving us money” by turning off all the lobby lights during the day, and half of the car park lights at all times.
Apart from the obvious safety issues, I’m sure that there must be legal requirements for lighting, which the builders would have followed when putting up the place. Does anyone know how I could access these guidlelines ? I’ve tried Google, but not knowing quite what to ask for, I’m not getting much luck. Any help would be greatly appreciated.

I would like to be able to do it as easy and quick as possible. I’m not allowed to drill holes or to make any changes to the place. Any Ideas?

P.S. We have car alarms but the thieves are pretty clever here, no alarms ever go off when cars are broken into. I don’t know how they do it, our cars are always locked & alarms off.
